Definition:
Building bye-laws are a specific set of rules that builders must follow to provide orderly city development.
Purpose:
Building by-laws are necessary to achieve the following objectives:
- To ensure orderly growth and prevent haphazard development.
- To afford safety against noise, fire, health hazards, and structural failures.
- To give guidelines to owners, builders, engineers, and architects to ensure minimum standards.
Who creates the Building bye-law?
The Town and Country Planning Organization (TCPO) of the Ministry of Urban Development, Government of India, publishes Model building by-laws.
The National Building Code was first published in 1970 and revised in 1983 and 2005.
It systematically provides Indian standards.
It allows municipalities and other competent authorities to modify these bylaws to meet local needs, such as:
- Aesthetic considerations in the vicinity of historical movements.
- Development that may adversely affect general characteristics and environment of historical, architectural, or other movements.
- Consideration of safety in the vicinity of airports.
It is mandatory to follow building by-laws.
